Commercial Racing, is there an alternative?

What's the future for independent tracks & owner/trainers? Most independent tracks are only just hanging on & as anyone involved knows owner trainers make little or anything from their hobby. Would a move towards purely amateur racing be a way forward or another nail in the coffin?
